Dual whip jump attacks have insane range. They simply outrange every melee build, you can comfortably keep anyone at a distance while doing huge damage with jump attacks. You can even jump backwards and still reach out an unbelievable distance. No other melee weapon can do anything like this. With dual whips I have never lost to a melee build. Whips are not light weapons. If you want to dualwield them at level 3, you will need to start as a variant human and get the dual wielder feat. Ranger 3 for Hunter is better than sneak attack, in all likelihood, and gets you an extra use of Hunter's Mark. All said and done you could pull off 2d4+2d6+1d8+6 damage in a turn, which isn't gawdawful ...
